Carrie Whitlock

Carrie Whitlock is the Strategic Planning and Innovation Program Manager for the City of Elk Grove and an AICP Candidate. She has over 20 years of experience in working on program management, community engagement, organizational coordination and collaboration, and health. Carrie spent twenty years working at the federal level with the U.S. Department of State and the U.S. Agency for International Development. This included serving 3 years at the U.S. Embassy in Kigali, Rwanda and 4.5 years at the U.S. Embassy in Phnom Penh, Cambodia working on international HIV/AIDS programs. Carrie also spent 2 years as a Research Associate at Oak Ridge National Laboratory working on climate change and population distribution research. She joined the City of Elk Grove in 2019 and focuses on issues related to sustainability, climate change, innovation, and the long-range planning. With Master’s degrees in both Demography and Urban & Regional Planning, she understands the need to put people at the center of planning and using data for decision-making.
